ABOUT HEALTHIER SG (HSG) PROGRAMME

Healthier SG (HSG) is a national initiative by the Ministry of Health (MOH) focusing on preventive health. Singaporeans can take proactive steps to manage their health, prevent the onset of chronic diseases and have strong support to lead healthier lifestyles.

A Clinic Management System (CMS) serving HSG general practitioner (GP) clinics must meet mandatory standards under the Health Information Act (HIA)-compliant Certification Framework and additionally meet HSG programme-specific requirements under the HSG Certification Framework.

HSG CERTIFICATION FRAMEWORK (EFFECTIVE JUN 2026)

The HSG Certification Framework requires:

Integration with web services under the HSG programme;
Integration with web services under the SmartCMS Community Health Assist Scheme (CHAS) programme;
Mandatory Standards (under the HIA-compliant Certification Framework):
- Connect to the National Electronic Health Record (NEHR) system to facilitate sharing of summary patient records across healthcare providers for care continuity;
- Obtain the Cyber/Data Security (CS/DS) certification; and
- Adhere to the Data Portability.

The framework will be updated progressively to incorporate additional Clinic Management System (CMS) features as requirements evolve.

A CMS that meets the requirements under the HSG Certification Framework will be certified as an HSG-compliant CMS.

How can my CMS participate in the HSG Programme?

Your CMS will be required to undergo the annual HSG certification process. To be certified as an HSG-compliant CMS, your CMS must meet the mandatory standards under the HIA-compliant Certification Framework to be HIA-compliant, and additionally meet the HSG programme-specific requirements under the HSG Certification Framework. Does my CMS need to be HIA-compliant before proceeding with HSG certification?

Your CMS may work towards achieving HIA compliance in parallel with the HSG programme-specific requirements to meet the stipulated deadlines within the annual HSG certification cycle. Detailed timelines will be communicated to participating CMS providers during the certification process.

What are the expected timelines for onboarding and certification for HSG?

As the certification cycle commences annually in June, CMS providers should register for participation with the Synapxe Partner Engagement team before June. Upon commitment, your CMS must meet the cumulative requirements prevailed from the two main releases, November and April, to be certified and published as an HSG-compliant CMS in June. During the certification process, your CMS uplifting progress will be tracked against defined milestones and published on https://www.synapxe.sg/partner-us/healthier-sg-programme.
What are the benefits to my company after being successfully certified as HSG-compliant CMS under the programme?

Once certified as an HSG-compliant CMS, your CMS will be accorded with two programme badges, HSG-compliant and HIA-Compliant HIMS (HCH) badges, which will be published on the HSG and NEHR websites. This enables healthcare providers to select CMS that meet their business needs and comply with HSG programme requirements. Earning these recognised badges enhances your CMS credibility and builds market trust, while allowing healthcare providers to easily identify CMS solutions with the appropriate functionalities and compliance standards.
Will there be funding or fees associated with onboarding my CMS to HSG programme?

There is no funding or any form of reimbursement provided to the CMS providers for work undertaken for HSG programme. There is no intent to impose subscription fees for onboarding to NEHR or SmartCMS and utilize the respective web services at this juncture.
